777 likes to do literal translations of stuff into both RoF and BoS. Unfortunately, they don't model absolutely everything required for that to work in all cases. Refraction is one of those missing elements. What I suspect happened is very simple.
Last week the cockpit was ready, but it was instantly obvious it was wrong since the gun sight (in correct position) was almost completely obstructed like in the original IL-2. Rather than fixing the framing to simulate refraction, the quick and dirty solution of raising the gun sight was done instead. It looks like it might have to be redone though, as there are several other errors with it (lack of a gap between upper and lower panels for instance). I can't imagine it would be that hard to scale down the framing from a 3d modeling standpoint. Knowing them, they'd want to know precisely how big it should be before they do anything.
The refraction issue is not limited to the 190 of course, the La-5, Bf-109F4 (armored glass) and Bf-109G2 have the same problem. It simply isn't as obvious or problematic on them.
